10.1– Systematic Evaluation Processes

Standard: The agency shall have systematic processes for evaluating programs, facilities and services and operational efficiency and effectiveness.

Suggested Evidence of Compliance: Describe what is evaluated and the methods and frequency of evaluation of programs facilities and services. Evaluation is the process of determining the effectiveness of current practice and procedures.

COMMENT:  Need: were there any done in prior years.
RESPONSE: PIP inspections have been done in prior years at all county facilities.

COMMENT: What happens to the data once collected?
RESPONSE: Once the data is collected, it is discussed at the monthly management meeting with the facility supervisory staff present. Supervisors take the info that is collected and return to their respective facility with the suggested methods for improvement that were discussed in the meeting.

COMMENT: It says PIP is random, is there a strategy to their schedule?
RESPONSE: PIP inspections are conducted twice a month at two separate facilities. The PIP schedule is random in that we don’t inspect the same facilities at the same exact time each year. There is a bit of strategy in that we try to inspect facilities while they are operational; golf from April-Dec or a Pool during July-August.

 

Narrative:

The Westchester County Department of Parks, Recreation and Conservation (PRC) evaluates facilities and services, operational efficiencies and effectiveness, and programs in its systematic processes.

PRC has developed a multifaceted evaluation program to measure outcomes through its Pride in Parks (PIP) Performance Based Management Program which is modeled after the New York City Police Department’s CompStat program.

PIP inspections are scheduled at all facilities randomly throughout the year and follow a detailed metric. Digital photos and scorings are taken and shown when the facility is reviewed by senior management at monthly meetings. Subsequent inspections may be made based on the outcomes of the inspection. PIP reviews are also an opportunity for facility staff and senior management to discuss and suggest methods for improvement.

Customer comments received from parksinfo@westchestercountyny.gov, comments from social media platforms, and input from park users are also tabulated and evaluated in PIP. Facility scores are published in the Compass newsletter and are tabulated for inclusion in the PRC Annual Staff Conference folder.

Visitors are also offered an opportunity to comment through QR Code surveys conveniently located when visiting facilities which allow for the user to comment “in the moment.” Survey results are shared and discussed with staff.

All programs offered receive an After Program Report to evaluate if the program should be continued, enhanced, changed or discontinued.
