10.1.2 – Staff Training on how to Evaluate Programs, Services, and Facilities

Standard: The agency shall provide training on how to evaluate programs, services and facilities for personnel involved in managing facilities and delivering programs and services.

Suggested Evidence of Compliance: Provide examples of recent evaluation trainings completed by the agency, including curriculum content, training dates and participant lists. Examples of training subjects could include but are not limited to qualitative and quantitative measurement, identification of applicable evaluation tools, data analysis and use of findings.

COMMENT:  Need: The NRPA Recommended Measures to Evaluate Park Use and Quality was included. Was there any other curriculum used to train staff or was this guide just distributed?
RESPONSE: The NRPA Recommended Measures to Evaluate Park Use and Quality was one of the documents used in the training for PRC employees. We also used the templates of the PRC after program report and The Westchester County Residents Recreation Preference Survey to help aid in training staff to evaluate park use and quality of the facilities. These 2 documents are now included as EOC 6 & 7 and the data collected from them are shared with staff during and after training sessions.

Narrative:

PRC uses several methods for evaluation training, primary among them are After Program Reports, the Pride in Parks (PIP) Performance Based Management Program, and the NRPA Recommended Measures to Evaluate Park Use and Quality.

New staff are trained on how to conduct and use an After Program Report which contains qualitative and quantitative methods used to determine the future of programs. 

PIP evaluations measure outcomes and operational efficiencies and effectiveness by defining standards for each facility. Park superintendents review the findings with staff and train them on implementing these standards during their everyday duties.

NRPA Recommended Measures to Evaluate Park Use and Quality are reviewed by PRC management staff annually. NRPA recommendations are emphasized during the review.  Superintendents and Managers refer to this training throughout the year as they evaluate programs, services and facilities.
