2.8 – Historical and Cultural Resource Management Plans

Standard: Historical and cultural plans include an inventory of historical, cultural resources and strategies for how they will be managed. These resources may be addressed as part of the jurisdiction’s comprehensive plan or the agency’s park and recreation system master plan.

Need: an inventory of the historical, cultural resources and strategies for how they will be managed. There were several examples included but is there a comprehensive inventory and a description for each full plan included?

RESPONSE: Historic and cultural resources are addressed in PRC’s current Master Plan Phase I report. In Chapter V, Section 10, titled “Historic Resource Inventory/Preservation Studies”, the report provides a detailed inventory of historic sites and structures within the County Park system and suggests a framework for further study (See EOC 7). Many of these potentially historic site/structures have undergone in-depth studies to better understand their significance.  Following are brief descriptions of how three of these example studies are relevant to the standard:

EOC 1 Marshlands and Jay Property – Introduction to Cultural and Landscape Report 
This report provides a comprehensive study of the historic landscape at the Marshlands Conservancy and Jay property compiling historic research, period plans, existing conditions documentation, assessment of change and treatment recommendations. Developed in accordance with the “Secretary of the Interior’s Standards for Historic Preservation with Guidelines for the Treatment of Cultural Landscapes, this study is an excellent example of an historic and cultural resource management plan.

EOC 3 Wightman Mansion – Historic Report
This report thoroughly documents the history and material elements of the Wightman Mansion and Estate including the history of the property, historic photos and sketches, plans and detailed descriptions of the Historic Mansion’s interior rooms and furnishings. The report, which is a culmination of careful analysis and consideration, provides a set of valuable recommendations aimed at safeguarding and maintaining this historic building.

EOC 5 Merestead – Historic Structures Report
The Merestead Historic Structures Report also meets the standard for Historical and Cultural Resource Plans. It provides a description of the history and existing condition of the Historic buildings and site, identifies different levels of historic and architectural significance and recommends restoration treatments.

RESPONSE: In addition to the historic resources that are contained within our County Park System as described in our master plan, the Westchester County Department of Planning maintains a comprehensive inventory of historic sites within Westchester County including those that are listed on the State and National Register of Historic Places. (See EOC 8)

Narrative:

PRC is uniquely rich in history with several nationally and locally designated historic sites found within its system. These sites have varying historical and cultural resource management plans put in place to monitor important cultural properties for the public benefit. They are best protected and preserved through recommendations involving the inventorying of existing conditions, and the evaluation and treatment of impacted historic and cultural resources. Historic drawing and survey reviews and investigations are some of the best management practices utilized.
