7.2 – Areas and Facilities Development Policies and Procedures

Standard: The agency shall have established policies and procedures for the acquisition of lands for park, recreation, conservation, and historical-cultural purposes that are backed by legal authority and periodically reviewed. This authority usually originates in state enabling acts, is delegated to local governments and is implemented through local charters and ordinances.

RESPONSE: Before any new land can be developed, it must be acquired. The County policy on land acquisition is outlined in the County Charter Section 233 which is now included as EOC 13.

RESPONSE: Last review of the Master Plan is part of the Master Plan Review Policy which is EOC 1. As indicated on the document, it was last reviewed in December of 2023

COMMENT: EOC 7 PRC Capital Budget Priorities 2022-2023 – document is not dated and does not show the source of the information.
RESPONSE: The date has been added to EOC 7R. Westchester County’s Adopted Capital Budget Book is the source for information on all Capital Budget Priorities for PRC. All capital projects are prioritized based on the short term and long term needs of each facility. The 2023 Adopted Capital Budget Book is now included as EOC 12.

Narrative:

PRC’s Master Plan is the primary document guiding policy and procedures for the development of its parks and recreation lands.

Reviewed annually, the Plan is intended “to act as a dynamic document to guide the County well into this new century.” Phase I of the Plan provides a comprehensive analysis and inventory of parklands and identifies current and projected market trends, needs, options, and priorities for the operational aspects of PRC. It analyses capital program needs and makes recommendations for future capital and operations. Phase II provides detailed recommendations for various parks and facilities.

The Plan serves as the foundation for the preparation of PRC’s ongoing and yearly updated Five-Year Capital Projects Program. PRC consults the Plan when crafting proposed capital projects and considers feasibility and evaluates necessity, priority, location, cost and method of financing, availability of Federal and State Aid, and necessary investment in infrastructure. The recently historically restored Lighthouse at Kingsland Point Park is one of many examples of how PRC uses applicable design standards as it continuing to implement the Plan’s park facility and land development policies.

PRC intends on conducting a complete update to the Plan which will be incorporated as a project within the next five-year capital project program.

PRC also consults studies prepared by the County Planning Department including Westchester 2025: A Partnership for Westchester’s Future to guide the development of open space. The Planning Board reviews projects and comments on them based on the guidelines spelled out in the 1996 Patterns for Westchester – The Land and the People.
