4.6.1 – Employee Training and Development Program

Standard: There shall be a program of employee development which is available to employees throughout the agency. It should be based on needs of individual employees, future organizational needs, and is evaluated and updated periodically. The program must notify personnel of available and/or required training, maintain training records, and assure that required training programs are attended. The program should incorporate in-service training and succession planning to ensure the continued effective performance of the organization after the departure of key staff.

Suggested Evidence of Compliance: Describe the scope and components of the employee development and training program, provide an outline of training offered (mandatory and discretionary), and provide lists of participants for the prior calendar year, and last review.

Narrative:

PRC’s culture of development provides employees with site-specific, mandatory and elective training opportunities to grow professionally and aid in succession planning. This is outlined in the PRC Staff Development Plan which was last reviewed in September 2023.  

Site-specific training includes equipment safety and materials used, and outside experts and agencies may be brought in to conduct such training as operating a snowplow, trailer safety, skid steer, and forklift. Non-site-specific training includes handling hazardous material, blood-borne pathogens, and cardiopulmonary resuscitation (CPR).

In addition, some training PRC requires are offered annually by the Westchester County (WC) Department of Human Resources (HR). In 2022 topics included: Making Reasonable Accommodations, Reasonable Suspicion, Which is it? Workplace Violence, EEO, or a Managerial Issue? 2023 training included: Progressive Discipline, Introduction to the WC Employee Assistance Program, How to Have Difficult Conversations, and Managing Remote Workers. Furthermore, all employees must complete mandatory online Harassment and Discrimination Training.

WC provides staff access to eLearning opportunities and GIS Training Courses that offer instruction at different levels from beginner to developer. A Virtual Meeting Guide teaches how to setup virtual meetings that can be used for training sessions and workshops. Training for a specific program application such as Canva may also be held.

The Annual PRC Staff Conference at the Westchester County Center provides employees with a full day of elective training in a variety of areas including time management, customer service, plumbing and tree maintenance. An evaluation of the conference and recommendations for the following year are requested of employees.

Tuition Reimbursement and Tuition Reduction Programs are available. Free college courses are also offered at Westchester Community College.
