1.4.2 – Personnel Involvement
Standard: The agency shall have an established process for acquiring and considering input from personnel at various levels of the organization in the development of goals and objectives.
Suggested Evidence of Compliance: Provide examples of the methods utilized to obtain input from personnel at various levels of the organization (e.g., surveys, focus groups, etc.) and how the organization’s goals and objectives are communicated to all personnel.
COMMENT: Need: Please describe how the two Conference evidence pieces are applicable to the standard.
RESPONSE: The two conference agendas were provided as evidence of the Commissioner’s address to the entire department. Our mandatory conference brings every level of our organization together for a day long training in various areas and topics. Attached is a copy of the Commissioner’s latest address including updates to goals and objectives. Attached see EOC 9
COMMENT: Need: Is there evidence that input on decision making was made by personnel at various levels; meeting example looks like senior leadership.
RESPONSE: One mode of receiving input is through the Conference Planning Committee which is comprised of staff from every level and division within the agency the list of members can be found in EOC 12. The Conference Planning Committee acts as an additional liaison for all staff to have a voice within the agency.

Similar to how input is sought for goals and objectives, Site supervisors conduct periodic meetings to discuss issues and conditions at their park or facility. Those comments are then shared in the agency’s monthly management meetings those are attached as EOC 7 and 8 Parks meeting and agendas.
Narrative:
Goals and objectives are developed collaboratively with input from PRC personnel at all levels.
PRC Division meetings include input from staff on proposed and ongoing goals and objectives. They are then developed by professional division directors and presented to senior management. Development and review continue in monthly management meetings with implementation throughout the next year.
Goals and objectives are communicated during the Commissioner’s presentation at the annual PRC Conference held at the County Center. Annual and hourly fulltime employees are given a copy of them and the mission in the conference packet. A survey is conducted at the end of the conference in which staff can provide anonymous feedback on the direction of PRC, vision and goals and objectives, and suggestions for the next years’ conference.
Further, they are communicated throughout the year by division directors to managers they supervise who in turn communicate them to facility staff.
