2.3.1 – Community Comprehensive Plan with Park and Recreation Component
Standard: The jurisdiction with land use authority within which the agency operates shall have a comprehensive plan adopted by the governing authority that dictates public policy in terms of transportation, utilities, public facilities, land use, recreation, and housing. In some jurisdictions the comprehensive plan is called the general plan or the land use plan. Zoning for the jurisdiction is based upon the comprehensive plan. To meet this standard, the comprehensive plan shall have a park and/or recreation component that discusses how the jurisdiction intends to meet the needs for parkland and public recreation facilities in concert with other land use priorities.

Narrative:
Patterns for Westchester – The Land and the People (Patterns), is the official community comprehensive plan for Westchester County. Adopted in 1996 by the Westchester County Planning Board, it offers a policy framework to assist in matters relating to the growth, development and conservation. It addresses parkland, open space and public recreation facilities
The Planning Board also adopted Westchester 2025: A Partnership for Westchester’s Future in 2008 as a supplement to Patterns. This document augments and expands on the land use policies with an emphasis on addressing current issues while encouraging inter-municipal cooperation.
The Planning Department has subsequently launched a new initiative, Westchester 2033 Open Space, which will ensure that open space is preserved and will continue to be a defining element. The initiative builds on these earlier plans and will also engage residents to become more aware of open space, and the need to not only preserve it but increase its access.
