8.6.1 – In-Service Training for Staff on General Security and Emergency Management
Standard: Through in-service training, agency personnel shall understand their role in ongoing security and emergency management. In-service training should inform staff of their role in response to critical incidents and emergencies and provide specific procedures for routine operations.
Suggested Evidence of Compliance: Provide documentation of in-service training programs on general security and emergency management, including a dated outline of the presentation topics and a roster of participants.
COMMENT: Need: Include a couple of other completed sign-in sheets with more examples of mid-level managers and front-line staff receiving these trainings.

Narrative:
In-service training is offered to PRC Senior Management who attend the “Train the Trainer” Continuity of Operations Planning Course offered by the New York State Office of Emergency Management (NYSOEM). This turnkey training is then implemented and provided to directors and managerial staff who then train facility staff. The training focuses on all aspects of general security and emergency management protocols and procedures. Additionally, an Active Shooter Workshop hosted by the United States Department of Homeland Security (US DHA) was offered to managers.
Guidance to staff on security and emergency management can be found in The PRC Administration Manual: Section 404 Emergency Evacuation Procedures; Section 405 Fire/Bomb Threat or Emergency; Section 407 Lost Person Procedure and Code Adam Procedure (Non-Waterfront); and Section 416 Safety Procedures.
