8.4.3 – Traffic Control, Parking Plans, and Crowd Control
Standard: The agency shall coordinate with the official law enforcement agency having jurisdiction on large-scale events hosted or facilitated by the agency that require planning and coordination of traffic, parking and crowd control. Plans shall specifically define the roles of the event sponsor, agency staff, and the law enforcement agency regarding traffic layouts at the venue, traffic routes and personnel assignments.

Narrative:
PRC coordinates with the Westchester County Department of Public Safety (DOP) on large-scale events. The planning of these events includes traffic, parking and crowd control, and define traffic routes and personnel assignments.
An example of this coordination is PRC’s annual July 3rd Music Fest and Fireworks at Kensico Dam Plaza (KDP). Attended by up to 20,000 people, the logistics are specific and PRC and the DOP work with other municipal agencies to usher cars and people into KDP, maintain the crowd during the event, and empty out the traffic and public safely after the event.
