8.4.1 – In-Service Training for Staff on Public Safety and Law Enforcement
Standard: Agency staff shall understand their role in public safety and law enforcement and relationships with law enforcement officers having jurisdiction within parks and recreation areas and facilities. The purpose of this training to ensure that staff understand where their authority ends and when an incident should be referred to law enforcement. In-service training shall be extended to front line staff such as lifeguards and park attendants to assure they are fully prepared to respond to law-enforcement incidents.

Narrative:
PRC recognizes the importance of staff understanding their role in public safety and law enforcement and to maintain an ongoing relationship with the Westchester County Department of Public Safety (DOP). PRC and the DOP work together to maintain safe environments and to provide clear distinction of roles.
For example, the PRC Disruptive Behavior Policy outlines the employee’s line of responsibility and when to call for police, and the PRC Administration Manual: Section 405 Fire/Bomb Threat and Emergency discusses when to alert police.
Also such mandatory compliance training as Workplace Violence Prevention Program and Procedures and the Harassment & Discrimination Training give distinction to an employee’s role and when to request assistance from the DOP. Inclusive of streaming video modules, these trainings require completion and signoff.
PRC and the DOP work with front line staff who are trained their job duties including when their responsibilities end and DOP’s begin. For example, staff at pools and other facilities are trained that a police officer is called in during unusual occurrences. In addition, lifeguards are trained on when to contact and turn over a situation to the DOP including having a hand signal to request assistance. There is a joint training session on pool decks.
