2.6 – Feasibility Studies
Standard: Studies shall be conducted to determine the feasibility of proposed facilities.
Suggested Evidence of Compliance: Provide examples of recent feasibility studies such as market, cost benefit, site, transportation, environmental and economic analyses.
COMMENT: Need: A brief description of any relevant Evidence that was included and why it ties to the standard. What was the reasoning behind the study, result and any action taken because of the study?
RESPONSE: Multiple examples of feasibility studies were provided as evidence for this standard. While all the examples provided comply with the standard, following are brief descriptions of how three of these examples adhere to the standard.
EOC 1 Blue Mountain Sportsman Center – Lead Collection Engineering Report
This feasibility study evaluated lead collection system design and alternatives for the various shooting ranges at the Blue Mountain Sportsman Center. It provided a cost benefit analysis for different options and treatment measures for the multiple shooting ranges. PRC utilized this study to inform decisions pertaining to project funding. This allowed the project to progress to the design phase which is currently underway.
EOC 2 County Center – Drainage Improvements Schematic Design Report
The Westchester County Center is PRC’s premier venue for concerts, trade shows, sports events and other major civic and community events. The schematic design report studied the effects of flooding to the facility. Detailed in the report were the findings of their investigation and recommendations for improvements both to the building and adjoining site. Understanding the root cause of flooding and exploring potential solutions are crucial steps in developing the flood resilience strategies that are now being considered during the design process which is currently underway.
EOC 3 Maple Moor Golf Course – Irrigation Supply Demand Analysis
This report provided a cost benefit analysis for the construction of one or more bedrock wells as an alternative source of water for irrigation use to reduce the reliance upon municipal water. The findings and recommendations from the study were extremely beneficial for the design of site improvements at the golf course which subsequently resulted in the construction of wells and irrigation ponds at the golf course.
Narrative:
PRC conducts studies and prepares reports in advance of proposed project design to assist decision making pertaining to facility need and operational feasibility. Numerous site studies have been conducted, including for example lead remediation, flood prevention and irrigation supply analysis.
Examining environmental impacts along with social and economic considerations are not only important, but required by New York State Law. The state mandates that every Capital Project shall comply with the State Environmental Quality Review Act (SEQR) which is conducted through the Planning Department. Contracting for archaeological surveys is another example of how PRC utilizes site evaluation and assessments studies to inform the design process and feasibility of a project before moving forward.
