8.6 – Emergency Management Planning
Standard: The agency shall be aware of emergency operations planning within their jurisdiction and its role in emergency management systems. Roles may vary depending on the scope of services provided by the agency and the location of its facilities. Recreation agencies, having roles in emergency management systems within their local jurisdiction, shall be aware of the applicable operations plan. The agency’s specialized staff, buildings and equipment may be integral to the plan and may be deployed in the event of a large-scale emergency. The U. S. Office of Homeland Security provides guidance and support for the preparation and maintenance of emergency management plans.
Suggested Evidence of Compliance: Provide the applicable emergency management plan with the most recent date of approval. If, due to security concerns, the emergency management plan is not available for public review, provide the emergency management plan table of contents.
Narrative:
PRC participates in emergency management planning through the Westchester County Office of Emergency Management (OEM) which is a division of the Department of Emergency Services.
Designated PRC staff work with OEM which is responsible for coordinating requests for emergency disaster assistance from municipalities throughout the county. This assistance can include PRC staff and equipment being deployed, and facility buildings being used during a large-scale emergency. PRC may also request direct assistance from OEM depending upon the type of emergency, for example a weather related event.
The OEM Plan is a recognition on the part of Westchester County government and New York State officials that a comprehensive plan is needed to enhance the County’s ability to manage a range of emergency/disaster situations. It was prepared by County officials working as a team in a planning process recommended by the New York State Office of Emergency Management (NYSOEM). The Plan constitutes an integral part of a statewide emergency management program and contributes to its effectiveness.
