8.4 – Public Information on Laws, Ordinances, Rules, Regulations, and Policies

Standard: Agency staff shall participate in educating and informing the public on laws, ordinances, rules, regulations, and policies that apply to parks and recreation areas and facilities. This role shall be established through policy directive.

Suggested Evidence of Compliance: Provide documentation that defines the role of agency staff in providing public information and education on laws, ordinances, rules, regulations, and policies. Provide examples of education and provision of information.

COMMENT: Need: Documentation that Defines the ROLE of agency staff in providing public information and education on laws, ordinances, rules, regulations and policies (e.g., department policy or training program).

RESPONSE: It is the role of the facility supervisors to provide public information and education on laws, ordinances, rules, regulations and policies as it is outlined in the highlighted areas of their job descriptions now included as EOC 8.

REVISED AGENCY EVIDENCE OF COMPLIANCE:

Narrative:

PRC participates in educating and informing the public on current laws, ordinances, rules, regulations and policies through the media, websites, and at facilities.

For example, there became an immediate need to inform the public on social distancing and masking polices during the pandemic. The Westchester County (WC) Executive held regular briefings to convey these polices which included the use of PRC facilities.

To ensure further compliance specific rules and regulations are prominently posted at facilities, for example “All Dogs Must Be Leashed” signs are located at entrances and other high traffic areas.

In addition, specific park brochures include rules and regulations such as for Blue Mountain Reservation which includes a “Cyclist Responsibility Code” for mountain bikers, and picnic permit holders receive hard copies of policies and procedures. Webpages outline golf course etiquette, camping rules and regulations, and pool safety rules to name a few.
