8.2– Authority to Enforce Laws by Law Enforcement Officers 
Standard: The authority of law enforcement officers to enforce laws and ordinances pertaining specifically to activity within parks, recreation areas, and facilities shall be clearly established to ensure that enforcement actions are upheld. Authority to enforce laws and ordinances within parks and recreation areas and facilities must be established through assignment within the agency, by contract with another agency, or by policy of the government jurisdiction in which the agency operates.

Narrative:
The Charter of Westchester County, New York (Charter): Chapter/Section 273.31 Division of Westchester County Police grants that all the law enforcement and police powers, duties and obligations presently or hereafter granted or imposed on the Sheriff by law shall be continued and vested in the Division of the Westchester County Police of the Department of Public Safety (DOP).
Further, the Charter: Section 765.291 Obedience to Westchester County Parkway Police force, special parkway police officers and signs outlines the duties of the DOP in that no one person shall fail, neglect or refuse to comply with or obey their lawful direction or command.
PRC is governed by specific codes, laws, rules and regulations that assist the DOP in the control and management of the parks system through the Charter: Chapter 765 Parks, Parkways and Recreational Facilities, Use Of.
General security procedures are set forth in the PRC Administrative Manual: Section 400 Safety and Security Policies and Procedures. Should a problem, incident or potentially dangerous situation occur, staff is trained to contact the DOP.
