7.6 – Fleet Management Plan

Standard: The agency shall have an established fleet management plan comprised of an inventory of all vehicles, rolling stock and other major equipment and inspection and replacement schedules.

Suggested Evidence of Compliance: Provide the fleet management plan.

RESPONSE: There is not a formal vehicle replacement schedule. Vehicles are replaced upon need or once they have reached their useful life. This is determined during regular vehicle inspections. Once approved through capital and assigned a vehicle replacement budget, they are requisitioned and then purchased by the PRC Department.

Narrative: 

The PRC Fleet Management Plan includes for vehicles and big equipment to receive scheduled maintenance every six months, and where required New York State Registration and Inspection. Work is performed by mechanics from the Department of Public Works and Transportation (DPWT) at the County Garage (Fleet Manager) or in some cases through a contracted outside repair shop.

The Fleet Manager, in conjunction with PRC has developed a comprehensive fleet management list inclusive of vehicles, and big and small equipment, facility where they reside, type, model, year, fleet number and condition. PRC also conducts a yearly on-site inventory. PRC facility staff are responsible for checking fluid levels, tire pressure, cleaning, vacuuming and reporting problems with any fleet equipment to the Fleet Manager.

A list is developed for needed vehicles and large equipment as part of the ongoing and annually updated PRC 5-Year Capital Projects Program. PRC requisitions approved items and upon receiving them, the Fleet Manager outfits them with accessories, county logo and fleet number. They are then assigned to specific PRC facilities.

Vehicles are further inspected for cleanliness, wear and tear as part of the Pride in Parks (PIP) Performance Based Management Program. The findings are presented at management staff meetings.
