3.1 – Organizational Structure

Standard: The agency shall establish a staff organizational structure that reflects its methods of operation, its relationship to the community, and the relationships among the different organization components.

Suggested Evidence of Compliance: Provide a chart showing the agency’s organizational structure, interrelationships among organizational components, and the function of each component. Organizational components are the major subdivisions of the organization, e.g. departments and divisions. Indicate how this information is made available to staff and the public.

Narrative:

The Westchester County Department of Parks, Recreation and Conservation (PRC) operates as part of the County of Westchester. The County Executive is the chief operating officer who oversees PRC, along with more than 30 other departments. The Commissioner of PRC is appointed by and reports to the County Executive with the approval of the Parks, Recreation and Conservation Board, subject to the confirmation by the Board of Legislators.

The clear chain of command is defined through the County and PRC organizational charts and PRC’s operations charts. The County charts are made available online to both staff and the public through the published annual Adopted Westchester County Operating Budget, and operations charts internally to PRC staff through its Human Resources Division.

Note: The agency will be referred to as PRC throughout Standard 3.
