1.7.1 – Operational Coordination and Cooperation Agreements

Standard: There shall be established agreements with other agencies, organizations, or individuals that entail cooperative use and maintenance of facilities, programing, facility design, land development, finances, etc.

Narrative:

PRC manages a wide range of established operational agreements with municipal agencies, utilities, public corporations and private organizations.

Agreements vary from a three month permit for the Town of North Salem to operate a summer day camp to a 99-year cooperative management agreement with Teatown Lake Reservation, Inc. The majority of the agreements are Inter-Municipal License Agreements (IMA) with local municipal governments for the operation, management and maintenance of ballfields and parks. For example, at Virginia Road on the Bronx River Parkway, the Village of Mount Pleasant operates a ballfield for little league games.  During the COVID-19 pandemic, the County entered into agreement with the State of New York to allow the state and federal government to operate emergency medical facilities at PRC’s County Center.  The Town of Cortland operates and maintains Oscawana Park for all County residents.

PRC, in cooperation with the Metropolitan Transportation Authority (MTA), provides parking spaces for commuters adjacent to the North White Plains Train Station along the Bronx River Reservation Pathway. The Town of North Castle, through an IMA, operates a commuter parking lot for its residents nearby for the same train station.

There are agreements with non-for-profit organizations allowing them to operate on parkland to provide specific recreational activities. Examples of this are the Model Aircraft Association of Westchester that operates an aircraft field at Croton Point Park and the Yonkers Model Railroad Association who uses indoor space at Tibbetts Brook Park. PRC also has agreements for scout cabins with both the Boy and Girl Scouts of America. The County Tennis Club has operated continuously since 1912 on clay and Har Tru tennis courts on the Bronx River Parkway Reservation.

PRC also has an agreement with Recreation Equipment Inc. (REI) to provide hands-on classes and recreational opportunities by providing equipment and instructors. Classes include mountain biking, kayaking, paddle boarding, and camping. 

The majority of these agreements are managed by the Director of Concessions and inspections are conducted to insure compliance with the agreements.
