4.4.1 – Leadership Succession Procedure
Standard: The agency shall have an established procedure to ensure that leadership is available when the agency’s chief administrator is incapacitated, off duty, out of town, or otherwise unable to act.
Suggested Evidence of Compliance: Provide the written procedure, such as continuity plan, which indicates approval by the proper authority.
Narrative:
The Commissioner of PRC, under the general direction of the County Executive, is the Chief Administrator in charge. The Charter of Westchester County, New York: Section 134.41 Powers and duties of the commissioner authorizes the Commissioner to appoint a Deputy Commissioner who shall act for the Commissioner in the case of his/her absence or inability to perform duties.
Outlined in the PRC Senior Management Succession Plan, the First Deputy Commissioner acts for and in place of the Commissioner at the request of the Commissioner or in the Commissioner’s absence with full authority to commit the department.
The Deputy Commissioner acts for the Commissioner and First Deputy Commissioner in the absence of both and represents them in an official capacity, as required.
The Assistant Director of Division acts for the Commissioner, First Deputy Commissioner and Deputy Commissioner in the absence of all three and assumes departmental responsibility.
