4.1.10 – Promotion

Standard: There shall be an established policy and procedures available to all employees defining the promotion process and the agency’s role. The park and recreation agency may rely upon a state or local civil service commission, or other public or private external organization to administer one or more elements of the process in accordance with legal, professional, and administrative requirements.

Suggested Evidence of Compliance: Provide the policy and procedures and indicate how they have been communicated to employees.

COMMENT:  Is there any evidence of implementation of Development Plans and Career Management Guide forms? Please include some completed forms or data demonstrating how these processes are being done.

RESPONSE: Job Descriptions and Promotional Exam Announcements are used as guides for job progression.  Each job description contains the minimum qualifications, experience and education necessary for that position.  For example, if you are a Park Superintendent I, you would review the requirements in the job description of Park Superintendent II and/or Park Superintendent III to determine the minimum qualifications, experience and education necessary to qualify for those positions and be eligible to take the exams. Employees are encouraged to become proficient in their work and to apply for advancement opportunities for which they qualify.  In Promotional Exam Announcement, employees can see the positions that can take the exam promotionally.

PRC promoted 25 employees in 2022 and 22 employees in 2023 approximately 10% of employees overall.

Narrative:

PRC prioritizes the consideration of internal promotions before external hires, however, it is mandated to adhere to Westchester County (WC) Civil Service Rules: Rule 10 Promotions and applicable union agreements. A hard copy of the WC Employee Handbook is given at orientation detailing the promotion policy and procedures. Notices regarding job opportunities and examination announcements are disseminated to staff via email and prominently displayed on facility bulletin boards. Employees are actively encouraged to pursue advancement opportunities by applying for available positions and taking exams.
