4.1.7 – Supervision

Standard: There shall be an established compensation plan that establishes equity of compensation among units within the agency that is reviewed periodically. The compensation plan for an agency shall take into account agency employment standards, agency skill needs, and compensation levels offered by other local employers.

Narrative:

PRC operates within the framework of civil service rules, and its employees are subject to collective bargaining agreements established by Westchester County (WC). The majority of the workforce is represented by two primary unions: the WC Civil Service Employees Association (CSEA) and the International Brotherhood of Teamsters (Teamsters), which represents administrators and managers.

The compensation structure for employees is reviewed at the end of the agreement term. Notably, the WC Board of Legislators approved the CSEA Agreement on May 1, 2023, and the County Executive approved on May 9, 2023. Similarly, the Teamsters Agreement underwent review by the County Board of Legislators on November 8, 2021, and received approval from the County Executive on November 10, 2021.

The administration of compensation, including the approval of salaries falls under the purview of WC Human Resources (HR) which oversees and ensures compliance with compensation guidelines. Detailed information about salaries and related policies is made accessible to employees through the County Intranet and unions.
