4.1.6 – Employee Benefits

Standard: There shall be an established employee benefits plan. Each of the benefits provided to employees shall be described in terms of what is provided, under what conditions, and the extent of the benefit. Types of benefits often include administrative leave, holiday leave, sick leave, vacation leave, retirement program, health insurance program, disability and death benefits program, liability protection program, provision of clothing and equipment used by employees in performing park and recreation functions, employee education benefits, if any, and personnel support services to employees.

Narrative:

Westchester County (WC) has a comprehensive benefits package that includes employee and retiree health benefits, worker’s compensation, accidental death and dismemberment, New York State (NYS) Unemployment Insurance, flexible spending plans, holiday, vacation, sick, personal and other leaves, NYS retirement, deferred compensation, tuition reimbursement and tuition reduction programs which are outlined in the Department of Finance Employee Benefits Policy and Administration Booklet, WC Employee Handbook, PRC Administration Manual, and union agreements.  

Employees and their families are also offered the Employee Assistance Program to provide services including for mental health, parenting and family stresses, traumatic events, eldercare support, financial counseling, childcare and grief services.

 

Employees required to wear work boots receive a yearly reimbursement and employees that are required to wear a uniform are furnished with clothing and needed equipment.

Benefits are reviewed and detailed handouts are given out during new hire orientation, are accessible on the website, and posted on facility bulletin boards. Notices are sent every year for open enrollment to employees’ homes and by email. Representatives from deferred compensation hold quarterly one-on-one meetings with PRC employees to review their accounts.
