4.1.1 – Code of Ethics

Standard: There must be an established statement of ethical principles for agency personnel that provide a clear understanding of ethical responsibility involving issues as related to the park and recreation system, business dealings with other entities, interrelationships with other organizations and agencies, and interactions with participants.

Narrative:

Westchester County is committed to maintaining public trust and upholding integrity in its operations and adheres to its Code of Ethics, which applies to all elected officials, officers, employees, and volunteers.

The Charter of Westchester County, New York: Chapter 833 Code of Ethics outlines and defines a clear and reasonable standard of ethical conduct for employees.

In March 2023, the Plain Language Guide to Government Ethics was introduced as a comprehensive resource and is now integral to PRC’s training program. New employees receive a copy during their orientation and all staff complete a mandatory online ethics training annually, ensuring continuous awareness and adherence. The Guide is displayed in all PRC facilities and is readily available on the employee Intranet

Westchester County also has a Citizen’s Advisory Board of Ethics which serves to promote, enforce and enhance compliance with all relevant state and local ethics laws, rules and regulations.
