2.2 – Involvement in Local Planning

Standard:The agency shall be involved in local planning, e.g. comprehensive planning, strategic planning, and capital improvement planning by reviewing development proposals, monitoring the decisions of planning and zoning boards or commissions and participating on task forces and committees that will impact parks and recreation services within the jurisdiction.

Suggested Evidence of Compliance: Demonstrate the role of the agency in local planning through personnel assignments and documentation of involvement, e.g. minutes, agendas, and cooperative agreements.

Narrative:

PRC serves an essential role in local planning through its involvement with the Westchester County (WC) Planning Board as outlined in the Charter of Westchester County, New York: Section 191.11 Membership of County Planning Board. As an ex-officio member of the Planning Board, the PRC Commissioner along with other members are responsible for the following which is outlined in the Board’s Rules of Procedure:

  • Formulating and recommending major physical planning and development policies,
  • undertaking capital improvement planning,
  • making recommendations on the capital budget,
  • reviewing and commenting on municipal planning and zoning actions.

PRC offers professional staff as a resource to local communities whether for park planning, site development, specific recreational needs, or cost analysis. Staff have participated on local task forces and committees such as “RiverWalk under the NY Bridge Working Group” and “Palisades Shared Use Path Study Committee.” PRC also assists local municipalities, community planning groups, civic organizations, and recreation agencies by providing information about its programs and facilities.
