2.1 – Overall Planning Function within Agency

Standard: The agency shall have planning functions with established responsibilities, including at least one staff member or consultant with planning capability.

Suggested Evidence of Compliance: Provide the responsibilities and functions of the planning entity. Provide resumes of training and experience for staff and/or consultants who have planning capabilities.

Narrative:

The Westchester County Department of Parks, Recreation and Conservation (PRC) has an established planning function which shapes and influences the growth, development and conservation of it property in order to improve the quality of life.

The responsibilities and functions include the following.   

  • Managing and coordinating the PRC capital program for park facilities and properties,
  • Providing advice on major development proposals, potential land purchase and disposals that affect the parks network,
  • Preparing the project scope of work, drawings, specifications, budgets and schedules for landscape architectural projects, park master planning, and construction of new park facilities and associated site work,
  • Providing a strategic planning framework for parks,
  • Monitoring and reporting the effectiveness of the plan,
  • Providing policy advice on parks-related matters,
  • Ongoing liaison with the staff responsible for operational delivery of park plans,
  • Reviewing applications for tree removals in accordance with the Parks Board policy,
  • Keeping land records and map files for each park plus residual parks,
  • Involvement in property uses and property line issues.
  • Consults on environmental reviews for the New York State Environmental Quality Review Act (SEQR) or National Environmental Policy Act (NEPA).

The Commissioner of PRC is involved in broad-scale planning for Westchester County and is a voting member of the Westchester County (WC) Planning Board. The PRC Capital Planning Division is staffed by a Program Coordinator (Capital Planning) who is the liaison from the Department of Public Works and Transportation (DPWT).
